You use a torque wrench on things which you need to be sure
are tight. Lug nuts for example. It's very important that your lug nuts have been
tightened down properly. It not be very valuable to get them coming loose as
you are driving down the road at 50+ mph. That would definitely not be a phone
call I'd like to receive at all!
There's a dial at the same end of the wrench. After findingout the specifications, you are going to turn that dial up to match exactly
what the manufacturer suggested. Be certain that the lug nut (or another item
you may be working on) is free of debris and dirt. Should you need to, add a
little oil to it. Just a drop or two ought to do it. Place the wrench end on
